If you had a grocery store and your business was contingent on the steady traffic of people that visited, wouldn’t you pay to advertise it? I believe you would, to ensure that your business continues to grow.
What would that traffic be worth to you? How much per shopper would you be willing to pay? If it were me, I would begin to ‘test’ my offers and products to determine the amount that I would be willing to pay for each visit. I’d shoot for a budget that would deliver high levels of traffic.
